JOHNSBURG SANITARY DISTRICT
MONTHLY COMMISSION MEETING
MAY 4, 2017
6:30 P.M.
ST. JOHN'S SCHOOL HALL


Members present: President Franz Schmitz and Commissioners Dennis Lefeber and Ken Schneider. Also present: Recording Secretary Brenda Schneider and Doug Sabel, Sabel Mechanical.

1. Call to order. Chairman Schmitz called the meeting to order at 6:42 p.m.

2. Approval of the minutes of the 4/6/17 meeting. Motion by Ken Schneider, second by Dennis Lefeber, to approve the minutes of the April 6th, 2017, meeting as distributed. Motion carried (3-0).

3. Discussion and possible action regarding operational issues:
a. Lift Station. The April pump run time reports for both lift stations were reviewed. Also reviewed were the 2016 monthly flows and the first quarter 2017 flows as recorded by the City of Fond du Lac. There was an increase of 1.75 million gallons as compared to 2015. Ken Schneider will call Doug Sabel during the next heavy rain to pop manholes to try to determine where the heavy flows are coming from. The City will be asked for the meter reading for April.
b. Grinder pump stations. Based upon a billing from Sabel Mechanical, additional repairs were done at the Feyen station. Doug Sabel reported that there have been multiple issues at the Feyen residence due to the floats becoming tangled. Sabel will provide a quote to retrofit the station with a probe-type system in place of the dangling floats.
Doug Sabel will check into switching the light bulbs on the stations to an LED bulb.
c. Odor issues. Doug Sabel and David Jensema, Van Dyne, temporarily installed a system that dispenses an odor control chemical every time the pumps run. A system has been set-up at both lift stations. It was reported that one drum of chemical has been used. Doug Sabel reported that the chemical did control the gas level. Graphs were provided. Doug and David experimented with adjusting the volume of doses and have talked about attempting to dose the chemical directly into the pipe.
The chemical cost $6.50 per gallon. They anticipate using 2 gallons per day per lift station. Total estimated cost is $25.00 per day. Sabel's costs into the project are about $2,100 so far. Sabel pointed out that the chemical not only will reduce odor but reduce further concrete deterioration in the manholes.
The purchase and installation of a permanent system at both lift stations would be an estimated $10,500.
The Commission noted that the air releases have been repaired. Their preference was to wait until June before making any further decisions regarding the chemical system to see if the repaired air releases have an impact on odor. In the meantime, Sabel may begin using the gas meter at the meter station.

d. Other operational issues. Ken Schneider reported that East Central Wisconsin Regional Planning Commission is in the beginning stage of updating all district's sewer service area. East Central advises adding the Johnsburg force main area to the SSA. Formal review and possible approval of the amended sewer service area will take place during a future meeting.
The Commission wants to move forward with the revised operation and maintenance agreement with Taycheedah Sanitary District No. 1. Formal review and possible approval with take place during a future meeting. Calumet Sanitary District also appears to be ready to move forward.

4. Approval of District bills. Motion by Ken Schneider, second by Dennis Lefeber, to approve the bills, (order nos. 30-35) totaling $7,192.19, and authorize the following transfer:
$5,800.00 from the Operations/User Charge Account to the regular checking account.
Motion carried (3-0).

5. Schedule the next meeting. The next Commission meeting will be conducted on Thursday, June 8th, at 6:00 p.m., at the Johnsburg School Hall.

6. Adjournment. Motion by Dennis Lefeber, second by Ken Schneider, to adjourn the meeting at 7:37 p.m. President Schmitz declared the meeting adjourned.
