MINUTES

JOHNSBURG SANITARY DISTRICT
MONTHLY COMMISSION MEETING
JUNE 5, 2017
6:30 P.M.
ST. JOHN'S SCHOOL HALL

Members present: President Franz Schmitz and Commissioners Dennis Lefeber and Ken Schneider. Also present: Recording Secretary Brenda Schneider.

1. Call to order. Chairman Schmitz called the meeting to order at 6:30 p.m.

2. Approval of the minutes of the 5/4/17 meeting. Motion by Dennis Lefeber, second by Ken Schneider, to accept the minutes of the May 5th, 2017, meeting as distributed. Motion carried (3-0).

3. Consideration and possible acceptance of the District's amended Sewer Service Area as proposed by East Central Wisconsin Regional Planning Commission. East Central proposes adding the force main area along Johnsburg Road and an area along Cty. W. Several years ago, an acreage swap needed to be approved by East Central in order to add the Meyer Court extension into the service area. The Cty. W area is proposed to be re-added. Also, the population projects appear to be more than sufficient. Motion by Ken Schneider, second by Dennis Lefeber, to accept East Central Regional Planning Commission's proposed sewer service area for Johnsburg Sanitary District as presented during the May 2nd, 2017, Joint Sanitary District Meeting. Motion carried (3-0).

4. Discussion and possible action regarding operational issues:
a. Lift Station. The May pump run time reports for both lift stations were reviewed. Also reviewed were the 2016 monthly flows and the first quarter 2017 flows as recorded by the City of Fond du Lac. There was an increase of 1.75 million gallons as compared to 2015. Ken Schneider will call Doug Sabel during a heavy rain to pop manholes to try to determine where the heavier flows are coming from.
b. Grinder pump stations. The Commission is awaiting a quote from Sabel to retrofit the Feyen grinder station with a probe-type system in place of the dangling floats and an opinion regarding switching the light bulbs on the stations to an LED bulb.
c. Odor issues. Doug Sabel and David Jensema, Van Dyne, temporarily installed a system that dispenses an odor control chemical every time the pumps run. A system has been set-up at both lift stations. It was reported that one drum of chemical has been used. Doug Sabel previously reported that the chemical did control the gas level. Doug and David experimented with adjusting the volume of doses and have talked about attempting to dose the chemical directly into the pipe.
The chemical cost $6.50 per gallon. They anticipate using 2 gallons per day per lift station. Total estimated cost is $25.00 per day. Sabel's costs into the project are about $2,100 so far. Sabel pointed out that the chemical not only will reduce odor but reduce further concrete deterioration in the manholes.
The purchase and installation of a permanent system at both lift stations would be an estimated $10,500.
The Commission noted that the air releases were repaired. Their preference was to wait at least a month before making any further decisions regarding the chemical system to see if the repaired air releases have an impact on odor. In the meantime, Sabel may begin using the gas meter at the meter station. Ken Schneider reported that, since the May meeting, he and one of his neighbors have noticed odor. Follow-up with Doug Sabel is needed.
d. Televise sewer mains. There may be some interest on the part of other districts to solicit quotes jointly for televising. The Commission is not interested at this time. They may consider this project next spring. In the meantime, Ken Schneider will contact Doug Sabel the next time he sees a spike in run times.
e. Other operational issues. None.

5. Approval of District bills. Motion by Ken Schneider, second by Dennis Lefeber, to approve the bills, (order nos. 36-40) totaling $327.60. Motion carried (3-0).

6. Schedule the next meeting. The next Commission meeting will be conducted on Thursday, July 6th, at 6:00 p.m., at the Johnsburg School Hall.

7. Adjournment. President Schmitz declared the meeting adjourned at 6:52 p.m.
